The district currently covers the northern coastal areas of San Diego County, including the cities of Oceanside, Vista, Carlsbad, and Encinitas, as well as a small portion of southern Orange County. Marine Corps Base Camp Pendleton is in the district.

Incumbent Republican Darrell Issa decided not to run, at least in part because of weekly protests of which Indivisible was a participant outside his office organized after Trump was elected.

Republican whose past experience includes being Mayor of Dana Point, Chair of the State Board of Equalization and State Assembly Member for the 73rd District. Controversy over the source of her wealth continues to follow her. Candidacy was blessed by departing Congressman Issa.



Analysis

Harkey has the experience advantage, having been in multiple local and state elected positions. Her disadvantage lies in the financing game. Refused to acknowledge human activity as the cause of climate change in interview with UT editorial board, which gives her opponent a big opening in environmentally conscious coastal communities.
