District 2 is a coastal area, currently represented by Lori Zapf (R). Although this area has a mostly Democratic voting base, the district often elects Republicans due to poor turnout by younger voters.

Summary

Republican who was previously elected as the D6 councilmember from 2010 to 2014. Redistricting allowed her to run in D2. She will technically be running for a third term on the council because of a judge’s recent ruling in her favor; councilmembers are termed out after two terms. She won 42.85% of the primary vote. According to her website, Zapf “spent a over a year backpacking around the world – from hiking the Himalayas to scuba diving the Great Barrier Reef” and is a product of the foster care system.

Analysis

Zapf is another establishment politician trying to hold on to power in the post proposition K world of San Diego, forcing all city-wide elections to be decided at the general election when voter turnout is highest. Her lackluster primary performance in a district with 9,000 more Democrats than Republicans suggests that her career on the City Council may soon end. Will her soft, moderate image convince those unaffiliated with a party to vote for her?

Analysis

A soft spoken candidate with cogent thought processes, Campbell is not necessarily a Bernie progressive but is running on a platform of change. Her focus on sensible limitations on short-term rentals and evidence-based homelessness solutions may help put her over the finish line in a blue district.
